Breakthrough in the supply of high-end products, steady growth in investment in fixed assets, but there is an imbalance between the rapid expansion of production capacity and insufficient reserves of innovation capabilities, and there is an imbalance between the decentralization of industrial resources and the development needs of agglomeration, supporting capabilities, technical reserves and forward-looking layout development Still not enough.


In order to guide the healthy and orderly development of the industry, the Ministry of Industry and Information Technology, in conjunction with the National Development and Reform Commission, jointly compiled the "Three-Year Action Plan for Beyond the Development of the New Display Industry", which will be released soon. In the next step, the Ministry of Industry and Information Technology will guide and support enterprises to accelerate the research and development of mass production technologies such as new backplanes, ultra-high-definition panels, and flexible panels, and promote product innovation through technological innovation to achieve product structure adjustment. Accelerate the research and layout of forward-looking display technologies such as AMOLED microdisplays, quantum dots, printed OLED displays, and MicroLED displays, strengthen technical reserves, and complete the exploration and layout of new industrial technology routes. Encourage key enterprises to strengthen horizontal cooperation, carry out joint research and development of key technology and share results. Further improve the construction of the upstream material supporting system, guide material companies to increase R&D investment, and accelerate the development of core materials such as substrate materials, liquid crystal materials, optical films, masks, and targets. Encourage panel companies to expand the application of new display products in the Internet, Internet of Things, artificial intelligence and other new fields, and cultivate new growth points in the mid-to-high-end consumer field.


Wu Shengwu revealed that the current development situation of China's photovoltaic industry is generally improving. The scale of polysilicon continues to expand, the self-sufficiency rate continues to increase, and the cost continues to decline; the production scale of silicon wafers, cells, modules, and inverters continues to expand, costs continue to decline, and technology continues to advance. . In 2017, the output of polysilicon was 242,000 tons, the output of silicon wafers was about 87.6GW, the output of cells was 68GW, the output of modules was 76GW, and the output of inverters exceeded 60GW.


Regarding the next development of the smart photovoltaic industry, Wu Shengwu emphasized that the first is to accelerate industrial technology innovation and improve the level of smart manufacturing. Promote the intelligent upgrade of photovoltaic basic material production; accelerate the intelligent manufacturing of advanced solar cells (5.020, 0.16, 3.29%) and components; improve the full-cycle information management level of photovoltaic products. The second is to promote the in-depth integration of the two technologies and develop smart photovoltaic integrated operation and maintenance. The third is to promote application demonstrations in characteristic industries and actively promote green development. Wu Shengwu also introduced the "Core Fire" innovation plan. The plan focuses on resources such as public service agencies, superior backbone enterprises, scientific research institutes, and social forces, and focuses on integrated circuit technology and products to create a new dual innovation base (platform) in the field of information technology with integrated circuits as the core (referred to as " "Sinfire" double innovation base (platform)). The plan is to build more than 10 "Corefire" dual innovation bases (platforms) with distinctive advantages in industrial clusters, focusing on building smart hardware, smart sensors, smart homes, automotive electronics platforms and industrial Internet platforms. The platform is guided by the Department of Electronic Information, with related industrialization bases, key chip companies and application companies, universities and research institutes working closely together, adhering to the principles of government guidance and market entities to jointly promote platform construction.


Wu Shengwu said that many local enterprises and institutions have actively participated in the declaration of the platform. In the next step, the Electronic Information Department will guide the establishment of a guiding expert group, assist local governments in improving construction plans, strengthen organization and coordination, promote base (platform) upgrades, formulate evaluation standards, and do a good job in base (platform) construction evaluation.
